Council tax is the bill that confuses every new arrival: a local charge on the household, typically £1,700–£2,100 a year for a London flat, that most other countries simply don't have. The good news for students is simple — full-time students are usually exempt. The catch: the exemption doesn't apply itself. Who Counts as Exempt

You're disregarded for council tax if you're on a full-time course — broadly, at least one year long and 21+ hours of study a week. Undergraduates and full-time postgraduates qualify; part-time students generally don't. A household where everyone is a full-time student pays nothing at all.
